I've experienced Articulate QuizMaker, it deserves the reputation. It's easy to use, easy to delivery and easy to access. Beside articulate QuizMaker, there are other alternitives to make interactive flash quizzes, I'd like to introduce them to you for extened choices.
Wondershare QuizCreator
Wondershare provides an e-learning software product line alike Articulate, QuizCreator is one in it. Just like QuizMaker, QuizCreator gives you an intuitive interface to create flash-based quizzes. Users can track and collect the test results by using the php and asp samples that comes with QC. But, the QC can only make graded quizzes, not surveys and accessments. Wondershare claims that it can create surveys, but it seems I can not make one with QC. Maybe they will add the feature in the future.
Tanida QuizBuilder
This software got the neatest interface I've ever experienced, but it does not mean Quizbuilder is less powerful. I love the player template of QB, it's neat and friendly, and it can be highly customized. Also, QB can only build graded quizzes.
QuestionWriter
With Questionwriter you can create more than a exam quiz. It provides a bunch of player templates, you can go to their sites to view the samples. QW is ideal for creating quiz games.

No that too much intro here. Definitely Articulate QuizMaker is recommended for large project. and kinda QuizCreator should be that easy way to start, so good idea for teachers, I think.
