Hi currently running vista,in shares folder there are 3 items 1 is c$ c: default share\ 1 is admin$ remote admin and 1 is ipc$ remote ipc .....is this normal?

Yes.
They are the default Admin shares which all end with $
They are NOT real shares, so you would have to allocate a real one.
