So the ISPs want the BBC to pay them to carry the new streaming material. Or to provide local servers that can go into their datacentres and thus ensure their pitiful and underspecified onward internet connectivity isn't overloaded. In fact, they want something, anything, that doesn't require them to get off their bottoms and fix the underlying issues.
What will be the outcome? They will simply throttle the bandwidth not only of the users, but of the suppliers, too. And then attempt to charge customers for removing some of the throttling.
